Nicolae Testemitanu University senate approves methodology for transferring foreign students

Nicolae Testemitanu State University of Medicine and Pharmacy of the Republic of Moldova will accept the transfer of foreign citizens from foreign universities to undergraduate education programs only in the second, third and fourth years of studies. On June 23, the University Senate approved a methodology in this regard.
University Rector Emil Ceban stressed that in recent years the University had not accepted the transfer of foreign students even if requests had been received, but due to the war in Ukraine, there were many such requests from young people who could not continue their studies in the neighboring country. In this context, "the qualitative factor will be taken into account rather than the quantitative factor, thus the transfer of students who pass the assessment tests being accepted".
According to Igor Cemortan, head of the Department of Recruitment and Documentation of Foreign Nationals (DRDCS), in order to ensure the continuity of high quality studies, the files of candidates - students with active status, without cumulative interruptions of studies exceeding 3 years - will be accepted. The transfer will be made only to the study programs in which the students previously studied and only according to the available places (for the program, language of instruction and year of study) in case of compatibility of study programs and compliance with performance criteria.
In order to participate in the transfer competition, the candidate must submit to DRDCS the following documents: the standardized registration form; copy of the identity document from the country of origin; copy of pre-university study documents; the academic certificate issued by the higher education institution where he/she previously studied; the curricula (analytical programs of the studied disciplines) issued by the higher education institution where he/she previously studied; copy of birth certificate; the declaration on one's own responsibility regarding the veracity and legality of the submitted documents and photographs.
The selection of candidates will take place pursuant to the following stages: collection of files; evaluation of academic certificates and curricula with the issuance of the acceptance / refusal proposal and the recommended year; validation of pre-university study documents; interview of transfer applicants which includes assessment of communication skills and assessment of knowledge by testing (at both tests marks will be given); evaluation of files by the Commission for Quality Assurance and Resumption of Studies; submitting the file to the Migration and Asylum Office and obtaining a visa (if necessary); payment of tuition fees; submitting the original documents and issuing the rector's order regarding the admission of foreign citizen to studies.
Admission by transfer is conducted on a competitive basis, in descending order of the applicants’ competition mean. The competition mean is calculated in hundredths, without rounding, consisting of the mean indicated in the study certificate - at the level of 0.5 percent, the mark at the oral interview - 0.2 and the mark given at the test - 0.3. Insufficient grades obtained in the competition tests (oral interview and test) are eliminatory and do not allow the transfer.
Activities in the process of transferring foreign students from foreign universities to Nicolae Testemitanu University will be carried out by: University Commission for Recognition and Equivalence of School Study Periods Abroad, Evaluation Subject Development Group, Evaluation Commission and Commission for Quality Assurance and Resumption of Studies.
